On July 5, 2023, the Ministry of Industry and Trade issued Decision No. 1704/QD-BCT on the investigation and application of anti-dumping measures (CBPG) on prestressed steel cable products classified according to codes HS: 7312.10.91 and 7312.10.99 from Malaysia, Kingdom of Thailand, and People's Republic of China (Case code: AD17).
The case was initiated for investigation based on the Dossier of Request for Investigation to Apply Anti-dumping Measures filed on August 9, 2022 by a representative of the domestic industry.
The domestic industry has accused pre-stressed steel cable products from Malaysia, the Kingdom of Thailand and the People's Republic of China of having been dumped into the Vietnamese market and acting This dumping is the main reason that significantly hinders the formation of Vietnam's prestressed steel cable industry.

After an investigation decision is issued, the Ministry of Industry and Trade will send an investigation questionnaire to relevant parties to collect information, analyze and evaluate the allegations, including: (i) the dumping behavior of manufacturing and exporting enterprises of the countries under investigation; (ii) identify a significant impediment to the formation of a domestic manufacturing industry; and (iii) a causal relationship between dumping and significantly inhibiting the formation of a domestic industry.
The Ministry of Industry and Trade will verify and verify the information provided by relevant parties before completing the official investigation conclusion on the case. At the same time, the Ministry of Industry and Trade will also hold public consultations so that relevant parties can directly exchange, provide information and express their views on the case before reaching a final conclusion on the case.
According to the provisions of the Law on Foreign Trade Management, in necessary cases, based on the preliminary investigation results, the Ministry of Industry and Trade may apply temporary anti-dumping measures. Therefore, the Ministry of Industry and Trade recommends all organizations and individuals that are importing, exporting, distributing, trading and using the investigated goods to register as related parties and provide necessary information to the Ministry of Industry and Trade. Industry and Trade to ensure its rights and interests in accordance with the law.
Organizations and individuals may register as a related party in the case with the investigating authority using the form for registration of a related party issued in Appendix 1 to Circular No. 37/2019/TT-BCT dated May 29. November 2019 of the Minister of Industry and Trade detailing a number of contents on trade remedies and sending them to the investigating authority at the address below by the following methods: (i) official dispatch or (ii) email.
The deadline for stakeholder registration is September 29, 2023.
