FEED Design in railway projects: New legal framework effective from March 2026

On March 4, 2026, the Government officially issued Decree 67/2026/ND-CP (“Decree 67”) providing detailed regulations on the preparation and implementation of railway projects utilizing Front-End Engineering Design (FEED). Effective immediately upon its issuance, this Decree marks a significant milestone in concretizing the broad principle regulations of the current Law on Construction.

As Vietnam prepares to implement large-scale infrastructure projects such as the North-South high-speed railway and urban Metro systems, adopting FEED design in line with international practices is a pivotal factor. Decree 67 establishes a transparent legal corridor, governing the entire sequence from construction surveys and the preparation of Feasibility Study Reports to cost management based on core technical specifications.

The enactment of Decree 67, in conjunction with Decree 123/2025/ND-CP, reflects the Government’s commitment to standardizing the investment preparation process. This framework provides a robust foundation for investors and contractors to optimize technological solutions while maintaining rigorous control over financial risks from the project's inception.
