On 25 October 2022, Trade Remedies Authority of Vietnam (“TRAV”) received an announcement that the Directorate General of Trade – Ministry of Industry and Trade of Morocco has initiated an anti-dumping investigation on inner tubes for bicycle velocipedes, motorcycles and scooters originating and imported from Vietnam.

This is the first trade remedy investigation case conducted by Morocco for Vietnamese exports. According to the statistics of the World Trade Organization, by the end of 2021, Morocco has conducted 17 anti-dumping investigations and 12 global safeguard cases against the goods imported into this country.

Along with the announcement, the Moroccan Directorate General of Trade has attached the Investigation Questionnaire for Vietnamese manufacturing and exporting enterprises. Some requirements to be highlighted for fulfilling the questionnaire are as follows:

  • Deadline for submission: 4:00 p.m. November 22, 2022.
  • Language used documents: French or Arabic
  • The questionnaire must be completed in 02 versions: 01 confidential version and 01 non-confidential version

In response to the Moroccan investigation announcement, TRAV has established some guidelines for pertinent manufacturers and exporters as follows:

  • Consider plans to promptly handle the case to ensure the export of the subject product to the Moroccan market;
  • In the event of participating in the case, enterprises need to develop a thorough plan, prepare resources, actively cooperate with investigating agencies throughout the whole process and submit answers to the questionnaire in time, provide sufficient and accurate information;
  • Contact and discuss with the TRAV on regular basis to stay informed about the status of the case and to be provided with prompt assistance.
