Sing Viet city is a large scale township project in Binh Chanh with about 332 hectares land for a main project and a resettlement project of 56 hectares. This project initially invested by a joint venture of Binh Chanh Construction Co. (BCI) and a Singaporean. BCI then withdrawn due to the incapacity of the foreign partner. The project then sold 100% to the Malaysian investor with the deal structured offshore. New investor start pushing the land recovery and hired ATIM to handle the legal works. The problem arised upon the fraud of the legal representative of the company who was the ex-owner of the project and sold to the new investor.
