Trade Remedies Authority of Viet Nam announced to received adequate and valid petition dossiers for imposition of anti-dumping measures on raw dry fiber board products

As of February 1st, 2019, the Trade Remedies Authority of Viet Nam (herein after referring to as “Investigating Authority”) received a petition dossier for investigation of applying anti-dumping measures against raw dry fiber board products (MDF board), originating from Thailand and Malaysia, from representatives of domestic industry (herein after referring to as “Petitioners”).

Petitioners includes 04 (four) companies: VRG Dongwha MDF JSC, VRG Quang Tri MDF JSC, VRG Kien Giang MDF JSC, VRG Kim Tin MDF JSC.

Following that, as of January 01, 2019, the Petitioners submitted adequately supplementary information.

Hence, as of January 30, 2018, the Investigating Authority confirmed that the Petition Dossier was adequate and valid in accordance with the Law on Trade Remedies.

Up next steps:

Within 45 days from the receipt date of adequate and valid dossier, the Investigating Authority shall assess the dossier and submit to the Minister of Industry and Trade for consideration of issue an initiation decision or not.

Assessing content for the dossiers includes:

  1. Determining the standing of domestic industry who submitted dossier in accordance with the Law on Foreign Trade Management;
  2. Identifying evidence of dumped imports that causes or threatens to cause material injury to a domestic industry or material retardation of the establishment of a domestic industry.

In order to assist the appraisal, as well as to ensure the legitimate rights and interests of business entities, the Investigating Authority recommends domestic enterprises who produce/trade above-mentioned like products to provide the following information:

  • Business information;
  • Design capacity and output of MDF board products in 2015, 2016, 2017, 2018;
  • Opinion of the company on the case (agree, protest, no opinion);
  • Any other document/evidence that the company believes related to the case.

The deadline for providing the supra information is March 1st, 2019.
